Henan cement companies will face the world’s most severe emission challenge in the last 5 months!

  On 29th, Henan Ecological and Environmental Protection Department released an exposure draft of “Emission Standard for Air Pollutants in Cement Industry” (Exposure Draft for short). The draft requires that by the end of 2019, all cement companies in Henan should be transformed to ultra-low emission, which means PM, sulfur dioxide and NOx should be 10, 35 and 100 mg/m3 respectively. And in 2011, the standard for NOx will be further upgraded to 50 mg/m3.

  In a compilation illustration of Henan Provincial Standard for “Emission Standard For Air Pollutants In Cement Industry”(Compilation Illustration for short), which is concurrently released with the Exposure Draft, Henan Ecological and Environmental Protection Department has made detailed introduction on compiling standard of the Exposure Draft, current situation of Henan cement companies, related foreign standards, technique of implementing standards, analysis of economic and environmental benefits, and so on.

  43 pilot companies have reached the standard in advance

  According to the Compilation Illustration, up to 2017, there are 272 cement companies in Henan, including 85 cement clinkers companies, 187 grinding stations. And in 2017, the production capacity of cement clinkers is 319 thousand tons per day, total output of cement clinkers is 70 million and 987 thousand tons, total output of cement is 107 million and 135 thousand tons. Henan is actively promoting upgrade and reconstruction of ultra-low emission among key industries. All regions have given high priorities to propel ultra-low emission reconstructions in pilot companies. By the end of 2018, 43 pilot cement clinker companies have completed the ultra-low emission reconstructions.

  Exhaust emission (total amount of sulfur dioxide, NOx and smoke dust, the same below) of Henan cement monitoring companies in 2018 is 26.5 thousand tons, accounting for 15.1% of the provincial emission, which made it the industry that emits the second most exhaust pollutants. To be specific, emissions of sulfur dioxide, NOx and smoke dust respectively are 1,941.1 tons, 22,492.7 tons, 2,022.3 tons, which respectively account for 7.34%, 85.02% and 7.64%, wherein NOx is the major exhaust pollutants of cement industry. Since emissions of cement companies were widely limited in 2018, the year on year descend range of exhaust emission in cement industry is larger than what is in 2017.

  The world’s most strict cement pollutants emission standard

  While referring to related standards both at home and abroad, Compilation Illustration elaborates the emission standards of several domestic provinces that have already set ultra-low cement emission standards, as well as emission limits in the United State, European Union, Germany, Japan and other countries or regions. Take the industrial power, Germany and neighboring Japan as the examples.

  As for Germany, “Technical Guide for Air Quality Control” under the jurisdiction of “Federal Emission Control Act” has stipulated limited value of air pollutants emissions in cement industry. According to the latest version (2002) of “Technical Guide for Air Quality Control”, emission requirements of air pollutants in cement industry are: PM 20 mg/m3, sulfur dioxide 350 mg/m3, NOx 500 mg/m3(usually it’s 350 mg/m3 in other industries), fluoride 3 mg/m3.

  In Japan, it is divided into general regions and special regions, limited emission value of PM is 100 mg/m3 in general regions, 50 mg/m3 in special regions. As for NOx, the requirements are 500 mg/m3 and 700 mg/m3.

  Ultra-low emission technique is feasible. Economic cost is controllable

  As for technical and economic feasibility which the industry cares most, Compilation Illustration has also illustrated. It is believed that in current cement industry, the technique of regulating pollutants like PM, CO2, NOX has become mature, ultra-low emission is able to be realized after upgrading and reconstructing pollution control facilities of existing cement companies, and it can satisfy limited emission requirement of this standard without any technical risk.

  In addition, take Huaxin Cement (Xinyang, Henan) Limited Co., Ltd. as an example, it has realized upgrading of dedusting, desulfuration, denitration and auto monitoring facilities. According to Compilation Illustration, such upgrading leads to an increasing cost of 10 million and 480 thousand Yuan for Huaxin Cement (Xinyang, Henan). And annual output of clinkers is 1.2 million tons, operation cost for each ton of clinkers if 2.23 Yuan, and annual increased cost is 2.676 million Yuan. Since upgrading has reduced about 228 tons of pollutant emissions each year, its annual pollution tax has been reduced by 1.14 million Yuan, plus the operation cost of 2.676 million Yuan, its total annual operation fee has increased by 1.536 million Yuan.

  At last, the Compilation Illustration suggest ecological and environmental departments at all levels sticking to requirements of fighting against pollutants, all cement companies are supposed to fulfill the reconstruction task at the end of 2019, ensuring to realize stable ultra-low emissions in accordance with this standard.
